Prioritising investment in activation: Land and Waterways Activation Platform
We developed an Amenity Needs Framework and interactive platform to help Melbourne Water prioritise land and waterway activation projects that enhance community amenity and guide future investment.

Melbourne Water manages a significant amount of land and waterways across Greater Melbourne. To guide future investments and project planning, there was a need to better understand and prioritise the activation of land and waterways to meet various community amenity needs.
Mosaic Insights was commissioned by Melbourne Water to develop an Amenity Needs Framework to address these. The project involved a collaborative approach with stakeholders from Melbourne Water, DELWP, and local governments to define Amenity Need, map it across Greater Melbourne, and create tools to assess this need at different spatial scales.
Following this, Mosaic Insights was re-engaged to incorporate the framework into an interactive Land and Waterways Activation Platform. This StoryMap-based platform allowed Melbourne Water staff to easily assess and prioritise projects related to land and waterway activation. It also included case studies and research, making it a vital tool for project planning and investment prioritisation, ultimately supporting better community engagement and environmental outcomes.
